Caldwell Opportunities exists to increase the independence of adults with intellectual and developmental disabilities in Caldwell County, North Carolina. We do that through structured daily programming, vocational and life-skills training, community integration, and the kind of patient, individualized support that makes growth possible.
Every program decision we make starts from one question: does this help the people we serve live a fuller life of their own choosing?
Caldwell Opportunities was founded in 1974 by a small group of Caldwell County families who wanted something better for their adult children with IDD than the institutional placements that were the standard at the time.
What began as a single-room workshop has grown into a full-spectrum service organization — a CARF-accredited day program, vocational training, community-based supports, and partnerships with employers, libraries, and community organizations across the county.
Through changes in state funding, the rise of person-centered planning, the Olmstead decision, the Innovations Waiver, and the integration of community-based supports — one thing has stayed constant: COI is rooted in Caldwell County, run by people who live here, serving the families who built it.
Decades of combined experience in disability services, education, healthcare administration, and Caldwell County community life.
Our board includes family members of people we serve, community leaders, and professionals who volunteer their expertise.

Our programs are accredited by CARF (Commission on Accreditation of Rehabilitation Facilities) — the international gold standard for human-services accreditation. CARF reviews our policies, practices, outcomes, and participant feedback on a recurring cycle.
